Description

Under the Historical Resources Act, Alberta Arts, Culture and Status of Women regulates development activities that could adversely affect significant historic resources in the province. Indigenous traditional use sites are one of the types of historic resources that the ministry records and protects through its regulatory operations. This information bulletin explains how the ministry works with Indigenous communities to gather information on traditional use sites, and how these sites are integrated into the Listing of Historic Resources in such a way as to protect them during proposed developments while also protecting the confidential nature of the sites.

Under The Government of Alberta’s Policy on Consultation with First Nations on Land and Resource Management, 2013 Alberta has created the Aboriginal Consultation Office (ACO). The ACO oversees Alberta’s role in consultation. Requirements for consultation under the Historical Resources Act (HRA) will still be managed by Alberta Culture and Status of Women. Proponents and agents may need to contact Alberta Culture and Status of Women as part of the approval processes required by the Government of Alberta prior to the onset of development activities. Alberta Culture and Status of Women is the regulatory authority for traditional use sites that are considered historic resources under the HRA.

Recommendations cover the child intervention system, safety for Indigenous women, support for Indigenous people transitioning to urban centres, Indigenous tourism, social justice, collaboration in the development of government programs and services, and entrepreneurial and employment opportunities resulting from the legalization of cannabis. The Council was established in 2013 to provide advice and recommendations to the Government of Alberta on strategies to improve the economic security of Indigenous women in Alberta.

It builds upon and enhances the respectful and cooperative relationship between Alberta and the MNA through clarifying and defining the nation-to-nation relationship between the parties as well as promoting reconciliation between Aboriginal peoples and non-Aboriginal peoples through the advancement of Métis rights.

The Métis Women’s Council on Economic Security was established to provide advice and recommendations to the Government of Alberta on strategies to improve the economic security of Indigenous women in Alberta. The Council’s 2016 report and recommendations puts forth recommendations in the areas of government procurement, Indigenous tourism and the arts, and trauma-informed care (health and wellness). This report presents the Council’s recommendations and the Government of Alberta’s response to these recommendations.
