This addendum outlines Forest Management Plan-specific ground rules which apply to Forest Management Unit F23. These rules are in addition to the Alberta Timber Harvest Planning and Operating Ground Rules 2023. Where a rule in the addendum and a rule in the provincial OGR relate to the same subject matter or objective, the rule in the addendum governs. FMP-specific addendums are supplemental to the OGRs and will be negotiated with the applicable FMA holder where additional ground rules are needed to address specific strategies in an FMP or unique physical or non-physical landscape attributes.

The Scaling Standards of Alberta provides the standards of measurement used to determine the quantity and quality of timber harvested in Alberta. In addition, the standards provide information about compiling and reporting harvest data and describes non-standard scale methods used to estimate volumes of decked and stacked timber. These standards are authorized and posted under sections 2(1) and 2(2) of the Forests (Ministerial) Regulation, pursuant to Section 5(e) of the Forests Act.

The details of where, when and how trees on Crown land in Alberta are harvested and managed for sustainability are contained in forest management plans approved by the Government of Alberta, with input from the public and other stakeholders. Forest management plans prepared by industry are a requirement of Forest Management Agreements (FMA) negotiated between the Government of Alberta and forest companies. Forest management plans provide direction for sustainable management of forest resources. FMA 9100029 is allocated to Alberta-Pacific Forest Industries Inc. and consists of 11 forest management units (FMU) A16, L1, L2, L3, L8, L11, S11, S14, S18, S22, and S23. The FMA area is located in northeastern Alberta and falls predominately within Central Mixedwood, Upper and Lower Boreal Highlands, and Athabasca Plain natural sub-regions.

Ground rules establish practices that minimize the chance of negative effects from timber harvesting and forest management operations and activities.

Description

The regulation addresses licences for fishing (recreational, commercial, subsistence), fish culture (specified fish held live for sale for human consumption), research, import of aquatic invasive species (AIS), fish stocking, salvage fishing and competitive fishing events. It also addresses the transportation, handling, marketing, processing, storage, preservation, sale and disposition of fish and AIS. Licence requirements are established to conserve wild fish stocks, protect them from exposure to diseases and parasites, prevent invasive species from becoming established, and prevent illegal introductions and to ensure edible fish are properly handled and preserved for human consumption. It and the Fisheries (Ministerial) Regulation complement each other and overlap on subject material.

This addendum outlines Forest Management Plan-specific ground rules which apply to Forest Management Unit B12 as well as Forest Management Unit C05. These rules are in addition to the Alberta Timber Harvest Planning and Operating Ground Rules 2022. Where a rule in the Addendum and a rule in the Provincial OGR relate to the same subject matter or objective, the rule in the Addendum governs. FMP-specific addendums are supplemental to the OGRs and will be negotiated with the applicable FMA holder where additional ground rules are needed to address specific strategies in an FMP or unique physical or non-physical landscape attributes. These are meant to be a small list related to specific FMP requirements and not a preferred deviation or exceptions from the provincial OGRs.
