Dans le cadre de la mise en œuvre de la Politique en matière de francophonie, les ministères sont chargés d’élaborer et de publier un plan d’action pluriannuel qui identifie les intervenants avec lesquels s’engager, ainsi que les buts, objectifs et mesures visant à améliorer les services offerts en français. Le plan d'action constitue un engagement ferme à rechercher des moyens novateurs pour améliorer les services en français, de façon continue et progressive.
