Description

The Provincial FASD Service Network Program is made up of 12 Networks across the province, each providing a single point of entry for individuals and caregivers seeking assistance. The Networks are responsible for delivering FASD services across the lifespan in three areas: Awareness and Prevention, Assessment and Diagnosis, and Supports for Individuals and Caregivers. The Networks were established to help coordinate access to FASD supports across the lifespan, to enhance existing FASD services, and to build new ones where none exist. Networks are community-based and community-led and are the primary vehicle through which programs and services related to FASD are provided.

On November 18 and 19, 2008 approximately 70 key stakeholders with experience and expertise in assessment and diagnosis from across North America gathered in Edmonton to discuss the basic elements of a comprehensive and coordinated system for conducting assessments and developing diagnostic criteria of FASD among adult populations in Alberta. The discussions and presentations on November 18th formed the basis of this discussion paper. Participants were provided an opportunity to review the discussion paper and provide feedback, which has been incorporated into this final version. This document will serve to influence more detailed planning and actions for conducting FASD assessments and diagnoses among adult populations in Alberta and will hopefully be beneficial for jurisdictions elsewhere.

Outcome-based management planning is an approach to operationalize the recommendations resulting from the Year 5 Evaluation of the FASD 10-Year Strategic Plan. Outcome-based management looks beyond inputs, activities and outputs, expanding the meaning of accountability to include a life-cycle approach, to consider results (what was achieved), learning (what needs to be improved), and adaptations (what needs to be corrected).

In this progress report, you will find an overview of the Government of Alberta’s FASD 10-year Strategic Plan after seven years. This evaluation was facilitated by PolicyWise for Children & Families. The full evaluation data can be found in the “Overview of Key Findings and Recommendations” document at fasd.alberta.ca. In most cases, we are well on our way to meeting our Year 10 targets. For example, 89% of Albertans surveyed indicate a high level of awareness around what causes FASD; 81% of women participating in the Parent-Child Assistance Program for three years, many of whom have dealt with serious addictions, are preventing FASD births. 90% of people are satisfied with their FASD supports—and research from Alberta is guiding best practices in the field.
