This report attempts to answer these questions by providing an explanation of the hydrologic principles behind land management for flood control. The explanation is lengthy because the impact of land use on the hydrology of an area is not often understood and cause and effect are not always clear. The history of the Paddle River flood control program is described in detail. The materials is from other reports, but is included to provide an overview of the program for those unfamiliar with it.
