Description

This report was prepared to fulfill reporting requirements mandated by the Lower Athabasca Region Surface Water Quality Management Framework for the Lower Athabasca River, which supports the Lower Athabasca Regional Plan. Each annual report communicates the status of surface water quality at the Athabasca River at Old Fort monitoring site for the calendar year indicated.

Description

Under the framework of the Alberta Water for Life Strategy initiative to ensure safe drinking water for all Albertans, Alberta Health initiated a domestic well water quality monitoring and human health assessment program in 2009. An initial project provided an overview of the domestic well quality between 2002 and 2008 in all regions of Alberta. The Beaver River Basin region was selected for follow-up domestic well water quality monitoring and human exposure assessment in 2009. This report presents the findings of the follow-up project.

The Bow River begins in the Rocky Mountains and runs through foothills onto the prairies, ending at the confluence with the Oldman River, where it becomes the South Saskatchewan River. The river is an important source of water for municipal use, livestock, irrigation, fisheries, recreational use and hydroelectric power. Between the Bearspaw and Bassano Dams, water needs from population, industry and agriculture result in large bodies of water being withdrawn from the Bow. The high reliance on the Bow River in this area makes it important to understand the quality of the water available and to plan effectively for its use. One component of this planning is analysing the water quality data that has been gathered for this reach.

Alberta Environment is setting strict limits on how much water oil sands companies can remove from the Athabasca River under a new framework that sets maximum withdrawals. With this unprecedented action, Alberta Environment is putting in place a water management framework for immediate protection of the Athabasca. Alberta is providing this regulatory backstop as an interim measure while key stakeholders continue to work on long-term planning to safeguard the river.

Growing public concern about the possibility of hydrocarbon deposition contaminating local and regional soils and surface waters in the Peace River Three Creeks area led Alberta Environment to undertake a preliminary sampling initiative that incorporated snow, surface water and soil sampling to determine whether there is evidence of contamination from the oil and gas industry to the surrounding environment.
