Description

This plan is the Approved Water Management Plan for the Battle River Basin (Alberta) and provides direction for the management of surface water and groundwater that has hydrologic connection to surface water within the Battle River Basin. The recommended options and strategies presented in this plan were developed through a Stakeholder Advisory Group, and are designed to strike a balance between a healthy aquatic ecosystem, a vibrant economy, and sustainable communities. Primary emphasis is placed on the need to live within the carrying capacity of the watershed, and the need to improve the health of the aquatic ecosystem.

With this unprecedented action, Alberta Environment is putting in place a water management framework for immediate protection of the Athabasca. Alberta is providing this regulatory backstop as an interim measure while key stakeholders continue to work on long-term planning to safeguard the river.

This water management plan has a very specific focus: To make recommendations to Alberta Environment decision makers concerning water quantity management in the watersheds of the Upper Highwood and Upper Little Bow Rivers. This volume of the plan replaces the Interim Highwood Diversion Plan of March 2004 and the Highwood Operations Guideline.

This water management plan has a very specific focus: To make recommendations to Alberta Environment decision makers concerning water quantity management in the watersheds of the Upper Highwood and Upper Little Bow Rivers. This water management plan does not apply to the Sheep River watershed. This water management plan is based on the recommendations of the Highwood Management Plan Phase 1 Public Advisory Committee.

Description

Golder Associates Ltd. was commissioned by the Governments of Alberta and Saskatchewan to assess the concept of a dam on the South Saskatchewan River just upstream from the Alberta-Saskatchewan border. The concept of a dam at the Meridian site has been considered for many years, but no previous studies have assessed the economic, environmental, and social benefits and costs. The purpose of this study is to provide a preliminary estimate of benefits and costs, as well as a broad assessment of the potential environmental and social issues associated with construction and operation of a dam and reservoir. This reservoir would supply water for irrigation, generate hydroelectric power and perhaps offer opportunities for water-based recreation. Findings of this study are expected to assist the Governments of Alberta and Saskatchewan in determining whether further investigation of the Meridian Dam is warranted.

During the 1990s, guided by extensive public consultation, Alberta Environment reviewed water management policies and legislation and a comprehensive new statute, the Water Act, was enacted. Throughout the review process, Albertans made it clear that government needed to ensure sustainable water management and a healthy aquatic environment. The government agreed that effective and efficient water management planning is essential and made a commitment to develop a document to guide such planning, called The Framework far Water Management Planning. A major component of the Framework and a requirement of the Water Act is the Strategy far the Protection of the Aquatic Environment. The Strategy details the government's commitment to maintaining, restoring or enhancing the condition of the aquatic environment. Both the Framework and Strategy are presented in this document.
