Forest company forest management plans (FMPs) detail when, where and how timber on Alberta Crown land will be managed in order to balance social, economic and environmental needs based on input from the public, Indigenous peoples and interest groups. The forest management planning area under consideration is FMA 0900044 allocated to Mercer Peace River Pulp Ltd. (Formerly known as Daishowa-Marubeni International Ltd.). The FMP covers Forest Management Unit P21 located entirely within the Lower Peace Land-Use Framework planning region in northern Alberta; it falls within the Dry Mixedwood, Central Mixedwood, Upper Boreal Highlands and Lower Boreal Highlands natural subregions.

The approximate location is 40 km northeast of Peace River in the Northern Sunrise County. The project was withdrawn in 2008 to be re-submitted in 2009. This report is designed to support that initiative and to provide a foundation of facts and information about oil sands developments.
