Description

This functional planning study considered requirements for the upgrading and twinning of a 50 km section of Highway 3 from Sentinel to Pincher Station in the Municipality of Crowsnest Pass and Municipal District of Pincher Creek. This report covers the Stage 1 portion of the project and focuses on the project area within the Municipality of Crowsnest Pass. Highway 3 is part of Canada’s National Highway System (NHS), moving people, goods and services interprovincially and internationally. The corridor provides a primary connection between southern Alberta to provinces east and west and is one of only three continuous east-west routes through Alberta.

Description

Carbondale River, a tributary to the Castle River, originates in the newly designated Castle Provincial Park and flows into the Municipal District of Pincher Creek No. 9. The entire Carbondale River sub-basin was identified as a potential candidate for the Fisheries Habitat Enhancement and Sustainability (FISHES) Program by Regional Fisheries Management staff. Widespread habitat degradation, loss of riparian function and increased sediment inputs, exacerbated by the 2014 flood, are significant issues for fish in this creek. This report provides information regarding project goals and objectives, and the current status of the project as of January 2018.

This study delineates flood hazard areas and determines design flood levels along an approximate 7 km reach of Pincher Creek and an approximate 3 km reach of Kettles Creek through the Pincher Creek. The design discharge for Pincher Creek is 179 m³/s upstream of the Kettles Creek confluence and 216 m³/s downstream of the confluence. The design discharge for Kettles Creek is 33.4 m³/s at Highway 6 and 37.3 m³/s at its confluence with Pincher Creek. The study was prepared in March 1993. Flood information available after study completion may not be reflected in the current flood hazard study report or flood hazard mapping.
