This publication describes the development of the current system used by the Government of Alberta under which the private sector acquires tenure to Crown petroleum and natural gas rights. It is written for petroleum and natural gas administrators, academic institutions and for anyone interested in the principles and policies under which Alberta Energy interacts with industry. It should be read in the context of the Mines and Minerals Act, Petroleum and Natural Gas Tenure Regulation and other associated regulations, and the Information Letters and Bulletins published by Alberta Energy. The Mines and Minerals Act and the associated regulations remain the authority for any administrative and regulatory procedure. The information contained in this publication is of an explanatory nature, and is intended to provide an overview of Alberta’s petroleum and natural gas tenure system. It covers the period from 1930, when the province assumed control of its natural resources, until 2016.

Metallic and Industrial Minerals (MIM) Permits are issued for the purpose of granting the exclusive right to explore for metallic and industrial minerals in Alberta. In order to keep a MIM Permit in good standing, the permittee must perform a specified amount of exploration work throughout the term of the permit. The primary role of mineral assessment reports is to document and support expenditure claims for work done in order to keep a permit, or group of permits, in good standing. They also serve an important role of providing information on geological, geophysical, geochemical, drilling and other mineral exploration related activities that are completed each year in Alberta. Mineral assessment reports are required through the Metallic and Industrial Minerals Tenure Regulation. This guideline addresses the details of both the administrative and technical aspects of mineral assessment reports. It is intended to present the legislative requirements in a straightforward and clear way.

For many years, Alberta has extensively developed its energy minerals. However, the province also possesses a wide range of other minerals: base and precious metals, gemstones and industrial minerals. To enhance the economic benefit of these resources for all Albertans, Alberta's throne speech for 1999/2000 committed the government to develop a policy on non-energy minerals, streamline the administration of mining regulations, and improve geological information on minerals. Alberta Energy assembled a team from across government to establish the strategies for meeting these commitments. This document presents the results of the work of this team, which is a framework that outlines the vision, goals and strategic directions for ensuring orderly, environmentally responsible mineral exploration and development in Alberta.
