Right now, the province has a unique opportunity to respond to the strategies and concerns of Albertans. The Alberta government has established one single health authority, Alberta Health Services, to co-ordinate and deliver publicly funded health services throughout the province. The primary goals for Alberta Health Services are improving quality, accessibility and sustainability.

Description

This report makes recommendations regarding the key components that should be included in the Alberta Health Act based on input received from Albertans. The report also proposes measures that should be taken to ensure the Act operates as intended. In addition, the report sets out priorities that Albertans have identified for action as Alberta proceeds to clarify outcomes, develop policies, revise legislation and make decisions for the future of its health system. Finally, the report recommends next steps for the Government of Alberta in pursuing further work on Alberta’s health legislation. The report is presented in two parts. Part One offers 15 recommendations based on feedback received from Albertans. Part Two is devoted to an overview of the diverse input received from Albertans through the consultation process.

Alberta’s health system in 2008 is highly technical, increasingly complex, relies on expertly trained staff, and includes 104 hospitals and 195 sites that provide long-term care services across the province. VISION 2020 outlines a future for Alberta’s health system and describes how health care will be delivered in a strong, sustainable way by the year 2020. It provides direction on how to improve the delivery of services across the whole health system including public health, acute and continuing care, delivery of pharmaceuticals, ambulance services, health system governance and accountability.

In the Spring of 2005, the provincial government hosted a symposium on health care and followed this up with a province-wide consultation to discuss how to improve Alberta’s health system. This was followed with the development of a series of action items in the Getting on with Better Health Care package. A Health Policy Framework was released in February 2006, to provide clear and consistent direction in health care reform. This document presents a revised version of the Health Policy Framework, which has been updated based on suggestions and ideas of Albertans in response to the initial framework. The purpose of the framework is to lead the way toward a more sustainable, response and accessible health system that is based on a more holistic and comprehensive approach to care.

The Alberta Government announced the Getting on with Better Health Care package in July, 2005, which contained 13 actions to improve the health care system. One of the actions included developing a framework to set the overall government direction for protecting the public health system. This Health Policy Framework was released in February 2006. Throughout the next month, the Minister and staff of the department of consulted with Albertans on the framework through meetings, letters, e-mails, web-based feedback forms, and phone calls. This document presents the results of this consultation.
