The Unsolicited Proposal Framework and Guideline is intended to ensure that projects initiated as unsolicited proposals follow similar approach during project development, procurement and implementation across all GOA Ministries. Through the USP framework, private sector organizations are encouraged to come forward with creative financing solutions to help provide the facilities and other infrastructure Albertans need.

It is designed to assist GOA public servants and elected officials with assessing potential P3 projects and delivering them in accordance with established practices in the province.
