The proposal is for a project area that would cover about 2,500 hectares and contains sites allocated for the coal mine and associated infrastructure. The project locatation is in Yellowhead County, approximately 10 km from the Hinton town boundary and extends away from Hinton to the southeast for about 12 km up to the McLeod River Valley. The Full Cost Accounting Program is intended to promote fiscal planning amongst municipal waterworks systems. One of the factors contributing to the sustainability of a waterworks system is a sound financial plan that addresses the system's assets and operations. This in turn requires the costs associated with the provision of safe, secure supplies of drinking water to be readily available and determined in a consistent manner across the province. Municipalities are encouraged to participate in this voluntary program that provides waterworks owners with the tools necessary to report and track infrastructure, operational and administrative costs.
