The aim of reclamation under the Environmental Protection and Enhancement Act is to obtain "equivalent land capacity," which is defined as the ability of the land to support various land uses after conservation and reclamation similar to the ability that existed prior to activity being conducted on the land. This document provides the reclamation certification criteria for wellsites, access roads, and associated facilities reclaimed to peatlands. The criteria are based on land function and operability that will support the production of goods and services consistent in quality and quantity with the surrounding landscape.

In June 2011, the updated 2010 Reclamation Criteria for Wellsites and Associated Facilities for Cultivated Lands, Forested Lands, and Native Grasslands were released. The Reclamation Criteria Advisory Group recommended that the 2010 criteria be reviewed periodically and updated as necessary as knowledge of ecosystem processes improves. Throughout the 2011 field season, questions relating to the three 2010 Criteria along with their assessment tools were tracked and these questions and answers have been compiled into this document. Other frequently asked questions on the application form and peatlands have also been included.

Information in this guide has been compiled from conservation and reclamation information letters, remediation and reclamation fact sheets, and the 2010 Reclamation Criteria for Wellsites and Associated Facilities (Alberta Environment 2010). It is intended to be updated regularly in order to answer questions and provide explanations to clarify Alberta Environment's expectations. This application guidelines have been replaced by Alberta Energy Regulator, Specified Enactment Direction 002 : Application Submission Requirements and Guidance for Reclamation Certificates for Well Sites and Associated Facilities (July 24, 2018).

Description

The fundamental principle of these criteria is that the success of land reclamation is measured against the original or representative site conditions with due consideration for construction norms at the time of development. In cases where pre-construction data are not available, the land, soil and vegetation adjacent to the site will be used as a comparison. However, in special cases, the operator may have to find representative land, soil and vegetation a short distance from the site; the reasons for doing this must be explained in the application and to the Conservation and Reclamation Inspector at the inquiry.
