It is intended solely for provincial departments and agencies. The change in name of this plan, from ‘Upstream Petroleum Incident Support Plan” to “Petroleum Industry Incident Support Plan” is intended to clarify that this plan may be used for any area of the petroleum industry where the Energy Resource Conservation Board has jurisdiction.

The location is approximately 40 km northeast of the city of Edmonton in Sturgeon County. The EIA was deemed complete in 2007. The proposal is for steam assisted gravity drainage (SAGD) technology for the recovery of bitumen, a bitumen processing facility with a capacity of 45,000 barrels per day (bbl/d), a centralized steam generation plant, as well as associated infrastructure.
