Description

This report is the final deliverable of an air quality modelling contract. The study built upon previous modelling studies focused on central Alberta and expanded the scope to include all regions of Alberta. Other improvements in this study included modelling a complete calendar year, emissions inventory updates for key sectors, and sector-based source apportionment for seven distinct sectors. Province-wide source apportionment will help inform air quality management initiatives, such as managing against the Canadian Ambient Air Quality Standards and other provincial air quality frameworks.

The Government of Alberta is reporting to Albertans on the results of a technical investigation of air trigger exceedances for Nitrogen Dioxide (NO2) and Sulphur Dioxide (SO2) at air monitoring stations in the Lower Athabasca Region (LAR) for the year 2012. The investigation was initiated under the Lower Athabasca Region Air Quality Management Framework for Nitrogen Dioxide (NO2) and Sulphur Dioxide (SO2) (LAR AQMF) and helps fulfill a commitment made in the Lower Athabasca Regional Plan to initiate a management response when annual assessments indicate triggers or limits have been exceeded. The monitoring results are found in the 2012 Status of Ambient Environmental Conditions report. The air quality investigation followed the first two steps (verification and preliminary assessment) in the management response and recommendations from the investigation will inform the selection of mitigative management actions. This Guideline was developed to ensure consistency in the interpretation of the use of ambient air quality objectives within Alberta’s industrial air management system. It outlines the process for: the implementation of new or revised ambient air quality objectives; interpreting and acting on modelled concentrations in relation to ambient air quality objectives; setting additional individual industrial site monitoring; and specifying a procedure for calculating ambient concentrations over different averaging times.

The manual does not intend to be a definitive nor a comprehensive prescriptive work; rather, it offers a concise and up-to-date collection of methodologies and approaches that are useful in problem identification, risk intervention and harm reduction. In addition to providing practical tools useful in field applications, this manual re-acquaints practitioners with toxicological, risk assessment and risk management principles that are also useful in other Environmental Public Health fields.
