In 2013, a 10-month-old infant in parental care passed away. The Office of the Chief Medical Examiner determined that the manner of death was accidental and the cause of death was drowning. The family was receiving services under assessment at the time of the death. Our thoughts are with this young child’s immediate and extended family and community.

Albertans who participated in the Together We Raise Tomorrow engagement provided information regarding what is working well in their communities, and what additional steps might be taken to develop an easily accessible system of early childhood development supports. Their responses indicate that they see early childhood development as a shared responsibility and are ready to help realize the vision for an integrated system where there are high quality supports and services that are well understood and accessible to all families. Their input is invaluable, and the results from the engagement will support government and communities to take action to improve services for young children and their family. This summary document identifies common themes and provides a high-level overview of the feedback received.

The purpose of the Harvesting the Wisdom of Coalition project is to contribute to what we know about developing and sustaining effective coalitions. This report integrates the information gathered in the literature review (Harvesting the Wisdom of Coalitions: Literature Review) with primary research undertaken with members of coalitions across Alberta. Community coalitions have formed for a wide variety of purposes in Alberta and have involved many people and organizations. The practical experience gained in forming and sustaining coalitions can benefit new, as well as, existing coalitions. This report presents the findings of the study, whose goal was to harvest and share the wisdom of coalitions across Alberta.

Together We Raise Tomorrow is a province-wide initiative to support the well-being, safety, security, education and health of all children in Alberta. Over the next year, government and communities will work together to build on the principles of Alberta’s Social Policy Framework to create a children’s charter, a poverty reduction strategy and move forward with the Alberta Approach to Early Childhood Development. These conversations will bring Albertans together to identify local solutions and supports that will fit the diversity of children and families in the province.

The Child and Youth Advocate Act provides the Advocate with the authority to investigate systemic issues arising from a serious injury or death of a child who was receiving child intervention services at the time of the injury or death. Under this mandate, the Advocate released the Investigative Review entitled “7‐Year‐Old Jack: Investigative Review” on January 21, 2014. The report makes five recommendations about five key areas related to practice and processes within Alberta’s child intervention system. This document presents the ministry response to the recommendations.

Other financial information as required by the Financial Administration Act and Government Accountability Act, either as separate reports or as a part of the financial statements, to the extent that the Ministry has anything to report.

Description

Success in School for Children and Youth in Care – Provincial Protocol Framework (PPF) is a joint initiative of Alberta Education (AE) and Alberta Children and Youth Services (ACYS) to support improved school outcomes and high school completion rates for children and youth in provincial government care. The PPF describes the roles and responsibilities of the two ministries in implementing policies and procedures to provide the foundation for collaborative efforts at all levels of their respective systems to achieve this goal. The primary purpose of the PPF is to identify and enable strategies to improve educational outcomes for children and youth in care, and to promote consistency of practice across the province between AE and ACYS staff and their partners, such as mental health, youth justice, or contracted agency workers.
