Description

On May 1, 2013, the Minister of Energy established an MLA RMRC Implementation Team to provide advice to the Minister on implementation of the 33 RMRC recommendations approved in principle by the Government of Alberta. This report, Enhancing the Retail Market for Electricity, is founded on the RMRC recommendations and summarizes the MLAs’ advice to the Minister of Energy. During the report’s development, the MLA RMRC Implementation Team met directly with and received the advice of consumer groups, experts, industry, agencies, rural electrification associations and others.1 It held 65 meetings, 39 of which were consultations with stakeholders.2 Throughout the deliberations of the MLA RMRC Implementation Team, the public interest was always front and centre.

This report was prepared at the direction of the Minister of Energy, and its content responds to the terms of reference outlined in the Ministerial Order that established the Retail Market Review Committee. Given these circumstances, the report will be of primary interest to the legislators and policy-makers who are responsible for the governance of Alberta’s electricity industry. The report will also be of interest to industry stakeholders who play a role in the electricity marketplace. At the same time—since electricity is an industry that touches every citizen’s life—the report will be of interest to Albertans.

The Premier's Council for Economic Strategy was established in July 2009 help give an external, big-picture perspective on what Alberta needs to do to secure the province's long-term prosperity. The Council's report, released in May of 2011, outlines broad direction for the province's future, organized around five themes: realizing the full potential of our energy resources; broadening the province’s economic base; preparing to prosper in a global economy; providing a strong platform to sustain economic growth; and investing in shaping the future. The report also provides thoughts on how to ensure the province has a strong platform - fiscally, environmentally and with respect to infrastructure - to sustain economic growth. Under each of the five themes, the council outlines some thought-provoking 'flagship' initiatives.
