Description

The Bow River Access Plan supports the broader provincial outcomes of providing Albertans more access to nature, recreation and tourism opportunities identified in Alberta’s Plan for Parks (2009) and Alberta’s Tourism Framework (2013). This document presents a number of common issues were raised during the engagement sessions and through the online surveys and provides government responses to these.

Visitation statistics are reported both at the park and ‘area’ level (i.e., individual campgrounds, day use areas, group use areas, fixed roof accommodation facilities). Statistics are summarized for provincial parks and recreation areas. The data collection systems associated with these visitation statistics are discussed in detail in the Introduction Section. Ten years of historical statistics for camping, group camping, fixed roof accommodation, and day use are included in this report. To put the province in perspective, a map depicting management areas, districts and selected sites (see Appendix) is also included.

Recreation corridors are an important component of an overall strategy to increase physical activity and improve the health and wellness of Albertans. Recreation corridors also provide opportunities for economic development, rural diversification, tourism promotion, and economic retention. The Alberta Recreation Corridors Legislative Review Committee was established to provide advice regarding the review of existing legislation related to recreation corridors in Alberta, to address the needs, issues and concerns related to existing trails and future recreation corridors, and to consider, if appropriate, what new legislation would be necessary to support planning, design, construction and operation of recreation corridors in the province. This report provides the Committee's recommendations to the Minister of Community Development.

The Bighorn Advisory Group was asked to provide recommendations about recreational access into the Bighorn area, which includes prime protection zone, critical wildlife zone and multiple use zone within the Eastern Slopes planning framework. The Advisory Group made the following recommendation to the Alberta government: An access Management Plan Shall be prepared for the Bighorn Backcountry, excluding only the Job Lake and Panther Corners forest land use zones. . . Upon completion of The ... Plan, [it] shall be implemented through a Forest Land Use Regulation.

At the time these recommendations are made, 22 gas exploration licenses have been sold in the northern half of the Blackstone-Wapiabi. in addition, there are a few freehold areas that include mineral rights.
