The wildfires that threatened the Lesser Slave Lake region in May of 2011 resulted in the largest disaster in the history of Alberta. Never have so many people been evacuated, or so much property been lost. Never has there been a rebuilding job like the one faced in the aftermath of the wildfires - roughly a quarter of the Town of Slave Lake was destroyed along with a large number of structures in the adjoining Municipal District of Lesser Slave River No.124. Governments, citizens, first responders and groups across the province came together in a heroic and unprecedented way to help fight the wildfires, support residents and help the affected communities to rebuild and recover. When an event unlike any seen before occurs, there are always lessons to be learned. The Government of Alberta, through Alberta Municipal Affairs, commissioned this study to examine what happened and what insights can be gained from the experience of the wildfires and their aftermath. This study was conducted as part of the process of developing a water management plan for the Lesser Slave Lake and River basins. In order to facilitate an evaluation of the effects of manipulating lake elevations in the development of a water management plan for the basins, this study addressed the extent and availability of existing information that could be considered in the determination of the likely consequences of various lake surface elevations on the lake’s ecosystem.

Lesser Slave Lake is the third largest lake in Alberta. The principal channels flowing into the lake are East Prairie River, West Prairie and South Heart River, Swan River and Driftpile River. The lake has a single outlet to Lesser Slave River. This study was undertaken to determine current sediment inflows to the lake, assess the sources of sediment, and determine the impacts of sedimentation on the lake.

As a component of a water management plan for the Lesser Slave Lake and Lesser Slave River basins, Golder Associates Ltd. was retained to develop a scope of work for conducting an inflow needs study on the Lesser Slave River. This report: reviews and summarizes existing data on the Lesser Slave River; identifies potential data gaps necessary for completing an IFN evaluation; provides a work plan for completing any additional field work and the development of an IFN determination for the Lesser Slave River; and proposes a flow evaluation framework for assessing year-round instream flow needs.

Description

The Lesser Slave River (LSR) supplies water to municipalities, industry, and other users, and supports fisheries and recreation. It also receives treated municipal and pulp mill effluent. Flows in the LSR were extremely low within the last year, and emergency works were undertaken by users to ensure water supplies and flow maintenance in the river. As well, Alberta Environment (AENV) increased the monitoring and assessment of flow and water quality in the winter of 1999-2000. This included flow measurements, hydrologic analyses, two water quality synoptic surveys, dissolved oxygen (DO) recording, and enhanced water quality monitoring at the network site on the lower river. This document reports on those activities.

This study delineates flood hazard areas and determines design flood levels along an approximate 13 km reach of Sawridge Creek through Slave Lake as well as almost 5 km along the Sawridge Creek flood control channel. The study incorporates flow interactions between Lesser Slave Lake, the Lesser Slave River, Sawridge Creek and the flood control channel. The design discharge for Sawridge Creek is 170 m³/s upstream of the flood control channel and 83.0 m³/s downstream of the channel. The design discharge for the flood control channel itself is 87.0 m³/s. The study was prepared in March 1993. Flood information available after study completion may not be reflected in the current flood hazard study report or flood hazard mapping.
