The offering of physician compensation models that are complementary to the traditional fee-for-service model , such as the approach used in Clinical Alternative Relationship Plans (ARPs), is intended to help to achieve a sustainable, integrated, and flexible health care system. Clinical ARPs have been established to enhance physician recruitment and retention, team-based approaches to service delivery, access to services, patient satisfaction, and value for money. This document is intended to be a companion to the Ministerial Orders (MOs) that make up the Clinical ARP framework. It will explain and clarify the concepts of Clinical ARPs under the framework into plainer language, and it will explain the rationale for or elaborate on clauses in the MOs. In addition, this document will help you through the process of establishing a Clinical ARP, and provide guidance for you while operating within a Clinical ARP framework.
