Description

Contains materials used in targeted information sessions for the Surface Water Allocation Directive internal operational policy. Sessions held in Calgary and Edmonton, October 1 and 2, 2018 for stakeholders involved in Water Act licence applications. Environmental non-governmental organizations also participated in the information sessions and information letters were sent to Indigenous organizations and communities. Feedback was also received through an online survey open from October 1 to November 9, 2018, and via email and letters, leading to in-person follow up meetings when requested. The final policy provides operational water allocation decision guidance based on scientifically defensible rulesets to address the cumulative effects of water diversions while considering economic objectives.

Heightened nutrient levels in the Bow River downstream of Calgary have long been a concern. In the 1970s and 1980s, high nutrient levels resulted in excessive aquatic plant growth resulting in low dissolved oxygen and occasional fish mortality. An interim policy on effluent limits was released by Alberta Environment in 2008. This policy required that a regional nutrient load reduction plan be developed for reaches at risk of exceeding water quality guidelines. At the same time the Government of Alberta was transitioning to an environmental management approach that addresses the cumulative effects of resource management decisions and considers the environmental, economic and social implications of development for an entire region. In 2011, Alberta Environment and Sustainable Resource Development (ESRD) invited contributing parties in the affected reach of the Bow River to initiate a voluntary, collaborative process to address phosphorus loadings, not just from point sources such as...

The intent of a wildland park is to retain large areas of high quality, natural landscape where opportunities for backcountry recreation and tourism activities such as hiking, trail riding, hunting, guiding and outfitting are provided in a way that ensures the retention of the land in a natural state and minimizes interference with natural processes. Management plans are prepared to ensure that the desired management intent and objectives are implemented. The plan will define objectives for preservation, heritage appreciation, and outdoor recreation and tourism activities. It will also define appropriate uses.
