This plan is the Approved Water Management Plan for the Battle River Basin (Alberta) and provides direction for the management of surface water and groundwater that has hydrologic connection to surface water within the Battle River Basin. The recommended options and strategies presented in this plan were developed through a Stakeholder Advisory Group, and are designed to strike a balance between a healthy aquatic ecosystem, a vibrant economy, and sustainable communities. Primary emphasis is placed on the need to live within the carrying capacity of the watershed, and the need to improve the health of the aquatic ecosystem.

Description

Alberta Environment and Sustainable Resource Development (ESRD) has developed environmental management frameworks for air quality and surface water quality under the South Saskatchewan Regional Plan. These frameworks are designed to maintain flexibility and proactively manage the cumulative effects of human activity on ambient air quality and surface water quality within the South Saskatchewan Region. The frameworks do not replace existing regulatory processes. They contribute to managing growth pressures on air, land and water over the coming decades, adding to and complementing existing policies, legislation, regulations and management tools. The frameworks are policy documents that will be given legal authority as specified in the regional plan, and through the mandates and legislation of Environment and Sustainable Resource Development and, potentially, other government departments.

Heightened nutrient levels in the Bow River downstream of Calgary have long been a concern. In the 1970s and 1980s, high nutrient levels resulted in excessive aquatic plant growth resulting in low dissolved oxygen and occasional fish mortality. An interim policy on effluent limits was released by Alberta Environment in 2008. This policy required that a regional nutrient load reduction plan be developed for reaches at risk of exceeding water quality guidelines. At the same time the Government of Alberta was transitioning to an environmental management approach that addresses the cumulative effects of resource management decisions and considers the environmental, economic and social implications of development for an entire region. In Alberta, the black-throated green warbler has been designated a Species of Special Concern, and the bay-breasted warbler and Cape May warbler have been recommended for Species of Special Concern status due to perceived population declines and projected future habitat loss. All three species are neotropical migrants that breed in the Canadian boreal forest. This plan provides background information on the warblers and outlines a set of objectives and management actions to help meet the goal of maintaining breeding populations of all three species throughout their historical range in Alberta. Conservation management plans are developed for Species of Special Concern in Alberta, to provide guidance for land and resource management decisions that affect the species and their habitat. They are intended to be a resource tool for provincial and regional fish and wildlife, land and resource management staff.
