Description

The Community Aggregate Payment Levy Regulation enables municipalities to impose a community aggregate payment levy on a shipment of sand and gravel, based on a uniform levy rate of up to a maximum of $0.25 per tonne, at the pit from which the material was extracted. The levy charged helps municipalities offset the cost of repairs to infrastructure (mainly roads) that have been damaged by the heavy haulers coming from the sand and gravel extraction site.

Description

This regulation establishes the Quarters Downtown Area as a community revitalization area and allows the city to place a community revitalization levy against any incremental assessment growth on properties within the area, for the 20 year duration of the regulation. The program provides a tax subsidy to the municipality in the form of education property taxes. The regulation sets out the assessment and tax framework for implementing the community revitalization levy. The revenue raised by the levy is used to pay for public infrastructure, servicing and other costs associated with the revitalization.
