This document presents guidance for selecting acceptable risk-based toxicological reference values (TRVs) for managing contaminated sites in Alberta. It has been developed through general agreement through the Scientific Working Group on Contaminated Sites in Alberta, whose membership includes Alberta Environment and Parks, the Alberta Energy Regulator, Alberta Health and Alberta Health Services.

Risk for soil contamination exists at industrial plants that have a potential for release of substances to the environment. Soil contamination may also become a source of contamination for groundwater, surface water and air. Remediation costs often increase sharply when soil contamination spreads to other media. This directive establishes the regulatory requirements and professional guidance which are needed to ensure that the soil resource and associated environmental media are protected at industrial sites.

The purpose of reclamation in Alberta is to achieve land capability equivalent to that which existed prior to disturbance. This manual is intended to facilitate evaluation of land capabilities for the forest ecosystems on natural and reclaimed lands in the Athabasca oil sands region, as required by Environmental Protection and Enhancement Act approvals and by terms of reference for environmental impact assessments. The manual outlines the procedure for determining land capability rating for natural and reclaimed soils in the region. Guidance is also provided for sampling methods and intensities.
