Provides guidance for operations located in the Heartland Designated Industrial Zone, should they choose to store and use topsoil off-site, based on the conservation and reclamation requirements in the Environmental Protection and Enhancement Act (EPEA) and regulations for conserving topsoil and reclamation. The guideline applies to specified lands as defined in the EPEA and to new operations, not existing facilities already operating under an EPEA approval, unless the approval terms and conditions for existing facilities are amended. The guideline provides an applicant/operator with guidance on an alternative to storing all conserved topsoil on-site for reclamation purposes, and also provides cases where topsoil in excess of reclamation requirements may be put to other uses.
