The purpose of this guide is to provide a quick reference to the roles and responsibilities of a municipal chief administrative officer and to the legislation that affects municipalities. This guide contains information on legislative requirements for council minutes, bylaws, public access to information, financial reporting, budget preparation, and information on provincial legislation that impacts municipal activities, just to name a few. The main purpose is to provide a quick reference to the most commonly asked questions concerning the roles and responsibilities of municipal administrators.

Description

Each year, each municipality must prepare and submit an annual Statistical Information Return (SIR), which must be signed by the Chief Administrative Officer, or duly authorized signing officer. The SIR is typically required to be submitted to Municipal Affairs by May 1 in each year. In 2017, the Ministry of Municipal Affairs transitioned to using a unique submission and starting in 2018 portions of the SIR form has been pre-populated using information from the previous year’s SIR.

This is not a legal document. It is only a brief summary of the petitioning requirements. Do not base your decisions on this summary alone, but use it in conjunction with the appropriate legislation. Appendix A is a listing of the applicable references to petitions within the MGA. You are urged to obtain an office consolidation of the MGA, including amendments, prior to initiating a petition.
