The manual contains a list of mandatory requirements for conducting a census, as well as a number of guidelines and recommendations. The first sections of the manual describe the authority for conducting a municipal census, the role of the municipal council, and how to apply the Freedom of Information and Protection of Privacy Act (FOIP) to a municipal census. The subsequent sections describe the roles of census coordinator and the census enumerator. The final section provides a set of additional census questions that municipalities may choose to use in their census. The appendices contain various sample census materials. The methodologies, terms, and techniques for census-taking described in this manual are accepted by Alberta Municipal Affairs for determining the population of municipalities as described in the Determination of Population Regulation.
