Alberta Health and Wellness has prepared this guidebook to assist health authority boards in reporting annual performance requirements and demonstrate their accountability to government, stakeholders and the public. The three-year Health Plan, Annual Business Plan, Quarterly Performance Reports and Annual Report are required to promote governance and management of the health authority, accountability to the Minister, and keeping the public informed.

Intended as a reference, this guidebook provides useful information for the preparation, submission, review and assessment of these key documents as used to manage the accountability relationship between the Ministry of Health and Wellness and the province's Health Authorities. This guidebook is not an exhaustive source of all related references. While referencing other documents, it does not quote all pertinent legislation, nor does it include a complete set of policy documents, for example the publication Framework for a Health Alberta. This guidebook is an evolving document, subject to revisions and updates to reflect progress made int he health system as well as the experience of the accountability relationships.
