This document is a guide to recommended practices for the reclamation of borrow excavations used for roadway construction throughout Alberta. The guide includes recommended reclamation practices and procedures for ensuring that the land capability of a borrow site is not impacted by borrow operations, and that operators are in compliance with Alberta’s Environmental Protection and Enhancement Act. A summary of regulatory requirements and procedures is also included.

Under Alberta’s Environmental Protection and Enhancement Act, borrow excavations developed for road construction must be reclaimed to a land capability equivalent to its pre-disturbance land capability, in order to receive a reclamation certificate for the site. This document presents suggested procedures and criteria to carry out an assessment on reclaimed borrow excavations and their associated haul roads (borrow sites).

Description

Under Alberta’s Environmental Protection and Enhancement Act, operators are required to return a disturbed site to a land capability equivalent to its pre-disturbance land capability. This guide explains steps to follow when carrying out a pre-disturbance assessment. The pre-disturbance assessment serves two purposes: to establish the pre-disturbance land capability of the site; and to provide guidance to operators to direct soil salvage.
