Description

Since 1998, the Government of Alberta and post-secondary institutions have collaborated to conduct a biannual survey of graduates to assess outcomes such as graduate satisfaction, achievement of personal goals, employment status and compensation. This report presents the findings of the survey of the class of 2005-2006 as it relates to transfer graduates – those graduates who transferred credits from one program to another at some point during their post-secondary education.

The comments from forum participants were used to develop this draft literacy framework for Alberta, which was then sent out for further comment and discussion to forum participants as well as K-12, community adult learning and workforce training partners, and other ministries.

The forum was Alberta's contribution to the Council of Ministers of Education, Canada (CMEC) Pan-Canadian Interactive Literacy Forum, which involved all of Canada's provinces and territories holding fora in their jurisdictions to create a pan-Canadian dialogue on literacy.

The Vibrant Learning Communities framework and action plan was developed to strengthen the ability of community adult learning councils and other community literacy providers to provide local programs and services, clarify their important role, and create greater alignment with the public post-secondary system, specifically, with comprehensive community institutions. The Roles and Mandates Framework designates 11 colleges as comprehensive community institutions which have a broader role in working with community learning providers in meeting literacy and foundational learning needs, and ensuring access to a broad spectrum of learning for a geographic service region.

By more clearly defining the roles and mandates of post-secondary institutions, we can build a strong foundation that can guide the system and more ably harness our people resources and strategic investments in innovation. It is a foundation that can ensure the best program and institutional mix to meet the needs of learners, the economy, and society. This Roles and Mandates Policy Framework also serves as a foundation for ongoing evolution of Alberta's advanced education system. Ultimately, an effective system will be one that meets the needs of learners, promotes access, leverages capacity, and allows resources to be effectively allocated to provide outcomes with the greatest value. This framework also ensures strategic long-term planning for advanced education in Alberta by building a more resilient and responsive system that aligns supply and capacity to the demands of learners, society, and the economy.

The purpose of the forum was to engage in discussion with stakeholders to identify key issues surrounding the implementation of prior learning assessment and recognition in post-secondary education and skills training. This report presents a summary of the forum and the suggested actions which emerged.
