The purpose of this interim management framework is to guide regulatory decision-making within the Muskeg River watershed, which is located in the Athabasca Oil Sands region of northern Alberta within the regional municipality of Wood Buffalo. The specific objectives of the interim framework are to develop: water quality objectives for the Muskeg River and Kearl Lake; water quality targets and limits to protect and maintain the physical, chemical and biological characteristics of the Muskeg River; a monitoring strategy to evaluate the impacts of development; and an approach and information system that will assist the development of the Muskeg River Water Management Plan.

This report on environmental indicators identifies generic condition and pressure indicators for land, water quantity, water quality, and aquatic and riparian ecosystems and explains how these indicators are linked to environmental outcomes. It is meant to act as an initial attempt to suggest what should be measured to monitor the environmental state of watersheds in southern Alberta and work towards achieving the desired outcomes for these watersheds using an adaptive environmental performance management system.

This document describes recommended effluent quality objectives for municipal wastewater in the Lakeland/Lac La Biche region. Effluent from the wastewater treatment plant has severely altered Field Lake, Red Deer Brook, and contributed to the deterioration of Lac La Biche. The existing technology-based effluent standards cannot satisfy the requirements to protect the Lac La Biche watershed. Thus, place-based effluent quality objectives were developed with key stakeholders to regulate the municipal effluent discharge to Field Lake and Lac La Biche. Recommended objectives are based on achieving the highest possible effluent quality, given current technology. The primary purpose of these objectives is to protect Field Lake and Lac La Biche.
