Description

Ambient air quality objectives are established as part of the Alberta air quality management system. The purpose of this assessment report was to provide a review of scientific and technical information to assist in evaluating the basis and background for an ambient air quality objective for naphthalene. This report is an update to a previous assessment, “Review of Approaches for Setting an Objective for Mixtures in Ambient Air using Polycyclic Aromatic Hydrocarbons (PAHs) as an Example – Naphthalene,”.

Analysis for continuous hydrocarbon monitoring and meteorological data at the two stations in the Three Creeks area showed that elevated hydrocarbon concentrations were associated with low wind speed, likely promoted by nocturnal gravitational drainage flow. In addition with higher concentrations of THC may be promoted by lower mixing height, elevated NMHC concentrations were more likely to be measured during the warmer months, when evaporation losses are more likely.

The Capital Region Fine Particulate Matter Response (the ‘Response’) was prepared when Alberta Environment and Sustainable Resource Development annual ambient air quality assessments found that fine particulate matter concentrations in the Capital Region exceeded the Canada-wide Standard. The provincial annual assessments for fine particulate matter in 2008–2010 and 2009–2011 identified that Edmonton Central and Edmonton East air monitoring stations were in Level 4 (the Mandatory Plan to Reduce Action Level) of the Framework. In addition, Edmonton South and Lamont monitoring stations were in Level 3 (the Management Plan Action Level). According to both the Framework and the Clean Air Strategic Alliance (CASA) Particulate Matter and Ozone Management Framework, Alberta’s commitment to achieving the Canada-wide Standard required that a mandatory response plan is developed by Fall 2014. This report presents background information and justification for the performance specification standards developed as part of the revision and update of the Alberta Air Monitoring Directive. Air Resource Specialists, Inc. was contracted by Alberta Sustainable Resource and Development to assess available technologies for continuous ambient air quality and meteorological measurements. The information was used to develop and update specification standards sheets containing minimum performance specifications for the associated continuous analyzers.
