Through various mitigation efforts, we can provide layers of resiliency against flooding, reduce negative downstream impacts and bring together projects at the regional and local levels. Seven key elements will guide our approach to mitigation: watershed management, flood modelling and warning systems, risk management policies, water management and mitigation infrastructure, erosion control, local initiatives, and individual initiatives.

In 2008, Alberta Environment adopted a management framework for the Muskeg River watershed. The management framework defines criteria for evaluation of water quantity and water quality in the Muskeg River watershed. Observed conditions are compared against scientifically established limits that have been developed specifically for the Muskeg River Watershed. These limits are based on data collected within the watershed, as well as more broad information on streamflow, water quality and requirements of the aquatic ecosystem. One of the key recommendations of the management framework was the development of an integrated monitoring program for the Muskeg River watershed to coordinate offlease monitoring activities that are currently conducted by individual companies and Alberta Environment. The main purpose of the integrated monitoring plan is to support the recommendations of the management framework which specify targets and limits for water quality and water quantity.

The purpose of this interim management framework is to guide regulatory decision-making within the Muskeg River watershed, which is located in the Athabasca Oil Sands region of northern Alberta within the regional municipality of Wood Buffalo. The specific objectives of the interim framework are to develop: water quality objectives for the Muskeg River and Kearl Lake; water quality targets and limits to protect and maintain the physical, chemical and biological characteristics of the Muskeg River; a monitoring strategy to evaluate the impacts of development; and an approach and information system that will assist the development of the Muskeg River Water Management Plan.
