Description

Ambient air quality assessment summary reports are produced annually under the Capital Region Air Quality Management Framework. The purpose of these reports is to assign an ambient air quality level to each monitoring station in the Capital Region for the Framework's four contaminants of concern. The 2011 assessment summary report contains level assignments for : NO2 and SO2 based on the 2011 data; and for PM2.5 and O3 based on the 2008-2010 data period.

This Technical Supporting Document describes the setting of trigger values for nitrogen dioxide and sulphur dioxide.

Description

This framework outlines a cumulative effects approach for managing ambient air quality in the Capital Region. It uses four ambient air quality levels and sets management and investigation triggers, which signal the need for specific action at regional or local scale before pollutants may become harmful to human or environmental health. The goal of this approach is to manage nitrogen oxide, sulphur dioxide, fine particulate matter, and ozone in the region and to provide clarity for all emitters about operating requirements for emissions management that may be necessary to respond to cumulative impacts of these contaminants.

Alberta Environment has completed five annual assessments of particulate matter (PM) and ozone data as promised under the Clean Air Strategic Alliance (CASA) Particulate Matter and Ozone Management Framework. These assessments compare outdoor levels of fine particulate matter (PM2.5) and ozone data to action triggers defined by the CASA Framework. Action levels have been assigned to the Edmonton and Calgary Census Metropolitan Areas and individual air monitoring stations in Alberta based on the procedure defined by the Canada Wide Standards (CWS) for particulate matter and ozone and the CASA Framework.

Description

Alberta Environment has completed the second annual assessment of particulate matter (PM) and ozone data as promised under the Clean Air Strategic Alliance (CASA) Particulate Matter and Ozone Management Framework. The assessment compares outdoor levels of fine particulate matter (PM2.5) and ozone data to action triggers defined by the CASA Framework. Action levels have been assigned to air monitoring stations in Alberta based on the procedure defined by the Canada Wide Standards (CWS) and CASA Framework. The results of the assessment show that PM2.5 and ozone levels at all monitoring stations were lower than the CWS exceedance trigger based on data from 2002 to 2004 after backing out or removing episodes that were primarily caused by natural, background or trans-boundary influences. However, the assessment results do show that ozone levels in some areas of the province are approaching CWS levels and therefore air quality management plans need to be developed.

The assessment compares outdoor levels of fine particulate matter (PM2.5) and ozone data to action triggers defined by the CASA Framework. As recommended by the CASA Framework, this assessment was completed for the 2001 to 2003 time period. Subsequent annual assessments will be completed for the 2002 to 2004 and 2003 to 2005 time periods. Action levels have been assigned to air monitoring stations in Alberta based on the procedure defined by the Canada Wide Standards (CWS) and CASA Framework.

Results of a field study conducted in the summer of 2000 showed that when the antioxidant ethylene diurea (EDU) was applied to crops, there were increases in several parameters. The next step was to verify whether the effects of EDU resulted from EDU-mediated protection against ozone or from plant growth promoting effects of EDU that are independent of ozone. A series of controlled environment trials were designed to test this hypothesis.

Ozone is an important phytotoxic gaseous pollutant and is known or suspected to cause injury in crops, including yield reductions. Studies have been conducted using the antioxidant EDU (ethylene diurea) in programs aimed at the quantification of the effects of ozone on vegetation. For the present study, a protocol making use of EDU as an antioxidant was designed and implemented at a site near the city limits of Fort Saskatchewan, Alberta, an area having elevated ozone levels relative to other areas of the province.
