The annual report of the ministry of Municipal Affairs contains financial information of the ministry and a comparison of actual performance results to desired results set out in the ministry business plan, which was published as part of the previous year's budget. The report also includes financial statements for the entities making up the ministry and for which the minister is responsible.

Description

An annual audit program, involving submissions of data from municipalities to Alberta Municipal Affairs, checks for compliance with regulated assessment standards. The annual submission contains the information about every assessable property in the municipality for the purposes of conducting the annual audit and for determining the equalized assessment. The main section of this manual describes the following: how that information is to be submitted to the ministry's Computer Assisted Mass Appraisal system; and the steps of the annual audit process, including collection & processing of property sales data, sales price adjustments, matching sale data to assessment data, stratification of data, and use of standardized codes. The final sections briefly review scheduled detailed assessment audits, the declaration prepared by the assessor, reporting of linear property assessments, and the municipal audit & assessment process.

In 2024, the MSI will be replaced with the Local Government Fiscal Framework.

Description

Each year, each municipality must prepare and submit an annual Statistical Information Return (SIR), which must be signed by the Chief Administrative Officer, or duly authorized signing officer. The SIR is typically required to be submitted to Municipal Affairs by May 1 in each year. In 2017, the Ministry of Municipal Affairs transitioned to using a unique submission and starting in 2018 portions of the SIR form has been pre-populated using information from the previous year’s SIR.
