In section 214 of the Municipal Government Act (MGA) there is provision for a council to pass a bylaw regarding the destruction of records and documents in the municipality. Therefore, some guidelines need to be established for a suggested retention schedule for the disposition of a number of municipal records.

Alberta’s municipal councillors have a strong record of public service to their communities. As a public servant, you are responsible for upholding the public interest ahead of any private interests you may have. The Municipal Government Act (MGA) describes pecuniary interest and sets out the procedures you must follow if a matter in which you have a pecuniary interest comes up at a council meeting or a committee of council meeting. These rules are designed to protect the public interest while ensuring that your ability to work is not adversely affected by your election to council.

Alberta Municipal Affairs introduced the Municipal Sponsorship Program in 1998. The objective of the Program is to provide support for projects that: improve municipal governance or administration; enhance municipal services or service delivery; and/or increase inter-municipal co-operation. The MSP is based on the premise that a municipal council will identify their municipal project needs. The Program will provide financial assistance for these projects through a conditional grant. These guidelines apply to 2009 MSP project applications only.

This is not a legal document. It is only a brief summary of the petitioning requirements. Do not base your decisions on this summary alone, but use it in conjunction with the appropriate legislation. Appendix A is a listing of the applicable references to petitions within the MGA. You are urged to obtain an office consolidation of the MGA, including amendments, prior to initiating a petition.
