Description

In Alberta, equalized assessment is the means of comparing property wealth in a uniform manner for all municipalities. Alberta uses an ad valorem assessment and tax system where property taxes are based on wealth and wealth is measured by the value of property expressed as an assessment. Equalizing an assessment is simply a process of adjusting each municipality's taxable assessment to a common year in accordance with current legislation and policy. The equalization process results in a common provincial assessment base that is used to determine the amount of requisition for each requisitioning body.

Eligible capital projects include municipal roads, bridges, public transit vehicles/facilities, emergency services facilities/equipment, water and wastewater systems, solid waste management facilities/equipment, regional and community airport facilities/equipment, and other municipal buildings such as recreation and sports facilities, libraries, public works buildings, and cultural and community centres.

Each annual issue of this publication contains summaries of how Alberta's municipalities planned to spend their funding in the reporting year. Information contained in individual operating spending plans is also provided by municipality and organized by status type.

Under the terms of the Gas Tax Fund Agreement, Municipal Affairs is required to prepare an Annual Expenditure Report (AER). The AER includes a narrative summarizing the results of the past year, a detailed listing of all approved projects and a summary of expended and unexpended funding provided to municipalities. The AER is approved by an auditor and submitted to Infrastructure Canada.
