This guide provides several suggested best practices to be considered when building a procedure bylaw (or rules for meetings) for a municipality, and shows the connection of these bylaws to the agenda. Both the bylaw and the agenda are an integral part of efficient council meetings and are important to the integrity of a municipality’s operation and meeting conduct.
