It also sets out parameters for the recovery of costs for long lead time generators when revenues received from pool prices are insufficient to cover the costs of complying with issued directives.

It also establishes the Independent System Operator’s duties for administering the offer cap, exemptions to the offer cap, and the formulas used for tracking market conditions.

The regulation also specifies requirements respecting the construction of transmission facility projects, and requirements regarding the determination of transmission system losses, charges and credits. It also sets out responsibilities of the Alberta Utilities Commission regarding approval of transmission facilities and transmission tariffs.
