Waterpipes, commonly referred to as hookah, shisha and narghile, can have health effects similar to cigarette use and can lead to increased risks from exposure to carbon monoxide, exposure to second hand smoke and tobacco addiction. This report from the Office of the Chief Medical Officer of Health looks at the problems associated with waterpipe smoking, trends in the use of waterpipes in Canada, and current actions being taken in Canada and in Alberta. It ends with a recommendation that Alberta begin work on amending the Tobacco Reduction Act to prohibit the use of waterpipe smoking in public places, workplaces and within 5 meters from the doorway, window or air intake to a public place or workplace.

Two main data sources for population counts of Alberta are the Alberta Health Care Insurance Plan (AHCIP) Registry and the Census of Canada (Census). The collection and reporting methods used by these two counts differ greatly, and it is important that these methods are fully understood to help in determining which population estimate is appropriate for use in a particular circumstance. Comparison of the data shows that at the provincial level, the total population for the AHCIP Registry and the 2006 Census are very similar. However, variations are much more distinct when looking at variations in difference by age, sex and geographic area. Generally, the smaller the population of a particular category, the greater the difference.

The purpose of the HIV/AIDS Case Report Manual is to: describe the roles and responsibilities of public health reporters (regional public health professionals); describe the roles and responsibilities of Alberta Health and Wellness in the systematic collection, analysis, interpretation, and dissemination of data to appropriate stakeholders; and provide guidance for the completion of the HIV/AIDS Case Report Form to maintain consistency in gathering information and interpretation of the fields in the form. The information gathered through the case report form will enable Alberta Health and Wellness to respond and advise regional health authorities on HIV and AIDS, to capture the information needed to report to Albertans, and to report nationally to the Public Health Agency of Canada.

Alberta has among the highest rates of gonorrhea, chlamydia and syphilis in Canada. Blood borne pathogens (BBP) and sexually transmitted infections (STI) are major causes of acute illness, long-term disability, infertility, cervical cancer, and even death. Action is required that enables all Albertans access to the prevention and management of infections caused by BBPs and STIs. The Action Plan presented in this resource is aligned with other provincial efforts to reduce blood borne pathogens such as HIV and hepatitis C, support harm reduction activities, increase the healthy decision making behaviours of students, enhance Aboriginal people’s health and promote overall youth and community wellness.

This report contains data on selected blood-borne pathogen and sexually transmitted infections in Alberta. Measures are based on newly diagnosed cases of infection per year, up to 2006. Reported rates are age-adjusted according to 1996 Census Canada data. For each infection, background information is provided on the effects of the infection, modes of transmission, available treatments, and international and Canadian data on infection rates. The analyses of Alberta data examine time trends, age groups, geographic areas, ethnicities, First Nations status, exposure categories, deaths, and prenatal screening, as available or appropriate for each pathogen.

Fetal Alcohol Spectrum Disorder (FASD) is the leading cause of preventable birth defects and one of the leading causes of developmental delay in children in Canada. The Physicians for FASD Prevention project, whose findings are presented in this report, provided valuable insight into the disparities between research findings and recommendations for FASD screening and prevention, and the realities of primary care physicians providing those services in every day clinical practice. This project attempted to develop and implement supports for physicians to improve FASD screening and prevention services they deliver to all women of childbearing age.

Disease coding and grouping, typically based on the International Classification of Diseases (ICD), is an important initial step in health statistics reporting. The development of a consistent classification scheme for mortality and morbidity is a challenge. The scheme needs to reflect health priorities of the province while remaining consistent with classifications in other jurisdictions to facilitate comparisons at national and international levels. The recent implementation of International Statistical Classification of Disease and Related Health Problems, 10th revision (ICD-10) has added to this challenge. Building on the work of national and international studies, this study defined 120 cause of death groupings with equivalent ICD-9 and ICD-10 coding to be used for routine health surveillance reporting in Alberta. In November 2004, Alberta Health and Wellness hosted a forum to support dialogue among provincial stakeholders in nursing. Emerging from this forum was the document entitled, Alberta’s Nursing Workforce Strategy. On 9 November 2005, the Alberta Nursing Education Administrators (ANEA) hosted a nursing workforce planning forum in Edmonton, AB, to begin to address some of issues identified at the November 2004 forum related to supply and demand. Participants in the 2005 forum included representatives from the three professional regulatory bodies, ANEA, government, regional health authorities, continuing care employers, First Nations and Inuit Health Branch (FNIB) of Health Canada, and Alberta Union of Provincial Employees (AUPE). This report reflects the contributions of forum participants.
