These guidelines have been developed by the Governments of British Columbia, Alberta and Saskatchewan to assist procuring entities in understanding their procurement-related obligations under the following domestic and international trade agreements: the New West Partnership Trade Agreement, the Agreement on Internal Trade, the Agreement between the Government of Canada and the Government of the United States of America on Government Procurement, and the World Trade Organization Agreement on Government Procurement.

The bridge inspection program is part of a comprehensive inventory and management data system. The three basic elements of the system are inventory, inspection and maintenance. The total system has developed in stages over a period of time. The Bridge Information System (BIS) was developed in the late 1960’s and early 1970’s and the Culvert Inventory System (CIS) was added later. In the mid 1980’s development was started on the Bridge Inspection and Maintenance System (BIM) and in 1987 the inspection component of BIM was introduced. Further development on the system has taken place over the years. In the late 1990’s, a corporate decision was made to combine all the Department information systems into a corporate database within the Transportation Infrastructure Management System (TIMS). The bridge inventory system (BIS and CIS) and the inspection system component (BIM) were moved into TIMS in 2005.
