Description

The purpose of this document is to assist persons responsible for facilities that are regulated by, or considering application to be regulated by, the Carbon Competitiveness Incentive Regulation. The document outlines the methods for establishing and assigning emissions intensity benchmarks that apply to the production of goods and processes at regulated facilities. It also outlines criteria detailing opt-in eligibility and the application process for opt-in to the regulation. Additional information regarding details on emissions scope and coverage, tightening rate, review periods and the assignment of transition allocation benchmarks is also provided.

Description

The scope of this protocol enables generation of emission offsets for landfill gas capture and combustion and/or combustion of landfill gas in an energy recovery system that displaces electricity. The installation of landfill gas capture and combustion technology can convert methane to carbon dioxide resulting in a reduction in greenhouse gas emissions. Combustion with energy recovery can further reduce emissions by displacing fossil fuel sourced energy used to generate electricity and heat.

Description

Reductions in greenhouse gas emissions can be achieved through optimally-operated aerobic composting. This quantification protocol sets the parameters for offset projects involving aerobic composting. For the purposes of this protocol, the baseline condition for eligible waste streams is set as anaerobic decomposition in a managed landfill in Alberta. The project condition is a demonstrated diversion of waste from the baseline case of landfilling to an eligible aerobic composting project.

This provides specific guidance to stakeholders when assessing the additionality of a reduction in greenhouse gas emissions or sequestration of GHGs under the Alberta emission offset system. In order to demonstrate the additionality of the activities that are included or proposed to be included in the development or revision of an emission offset quantification protocol, the use of the tools contained in this technical guidance is a requirement for both the Alberta Climate Change Office and stakeholders. This document explains both the roles each of these parties play, and the process used for reviewing and assessing additionality during protocol development or revision.

The Carbon Competitiveness Incentive Regulation requires facilities exceeding one megatonne of CO2e to report quarterly and provide annual forecasting of emissions, production, and credit usage. Quarterly reporting improves forecasting for emissions and revenue for budgeting purposes. It also allows for revision of rolling estimations to ensure the best available information is shared with government as soon as possible.
