Description

This resource includes a summary, highlights and background information of a study undertaken to provide information on long-term planning and opportunity for handling water within the Designated Industrial Zone in Alberta's Industrial Heartland, with the aim of developing a regionalized hybrid water supply and distribution model to optimize the use of new and existing water supply infrastructure within the area. The study, prepared by Stantec Consulting under contract to Alberta Environment and Parks, also considered options for wastewater management and explored management approaches through the use of a jurisdictional review. The full Stantec report is included as an attachment to the publication.

Designated industrial zones in Alberta are areas targeted for strategic investment and development of clustered industrial development and economic diversification. Management goals for designated industrial zones include regulatory streamlining, cluster infrastructure development, and the management of cumulative effects to achieve environmental outcomes. This document sets out criteria the Province considered in establishing the Industrial Heartland Designated Industrial Zone. These criteria are intended to support municipalities when considering planning for clustered heavy industrial developments of similar scope and size.

A May 2017 report by the Bow River Working Group provided advice on new reservoir storage on the Bow River upstream of Calgary to reduce flood and drought risk, and identified three reservoir options that warranted further study. From November 2018 to spring 2020, the Alberta government completed a conceptual assessment of the 3 water storage options. This package contains the conceptual assessment’s final report and its appendices.

Description

The Elbow River Dam at McLean Creek site (MC1) was investigated as one of several options considered to mitigate flood risk, considering the devastation that occurred during the June 2013 flood. The MC1 project concept considers building an earth fill dam across the main stem of the Elbow River. This study builds on the results of previous work and utilizes the results of subsurface investigations documented in the data report entitled Preliminary Geotechnical Investigation, Elbow River Dam at McLean Creek, Alberta, AMEC, May 2014 included in this sudy as Appendix B. This current study also utilizes LiDAR 15 elevation data which is significantly more accurate than elevation data available for previous work.

Description

The study conducts a review of the North Saskatchewan, Beaver, and Battle River basins to identify areas where infrastructure has been constructed within flood hazard areas. The focus is on groupings of infrastructure that in the event of a major flood would require support from one or more levels of government for relief. When a significant amount of infrastructure was identified as being at risk, conceptual level mitigation measures are explored. Being a high-level study, the recommended mitigation measures are concepts that would require further study, including a cost/benefit analysis and detailed design, before they could be considered for construction.
