The Government of Alberta is proposing to replace the Carbon Competitiveness Incentive Regulation (CCIR) with a Technology Innovation and Emissions Reduction (TIER) system for Alberta’s large industrial emitters, with a target effective date of Jan. 1, 2020. This document is intended to assist discussion around the options for development, transition and implementation of the TIER system. It outlines principles to guide the development and implementation of the TIER system, principles to guide the engagement process, and the engagement approach and scope.
