Description

Indigenous communities in the oil sands region have expressed the desire to be equipped to participate in environmental monitoring and help answer their own questions about changes on the land. This report provides a look back at delivery of the Environmental Monitoring Technician Training Pilot in 2016-17, highlighting the success, challenges, observations and learnings. As part of a continuous improvement process, this information will help shape design and delivery in 2017-18 and the full program review after Year Three.

It presents the consensus recommendations developed by the OSAG on how best to implement the oil sands emissions limit established by Alberta's Climate Leadership Plan. The OSAG was created by the Alberta government to provide advice on the implementation of the emissions limit as it relates to oil sands, and to help Alberta’s energy industry achieve the goal of being one of the most environmentally progressive and socially responsible in the world.

Environmental Impact Assessment and associated applications pertaining to the proposed Syncrude Canada Ltd. Mildred Lake Mine Extension (MLX). Proposal consists of two additional mining areas and affiliated perimeter features within and adjacent to the current operating and approved mining areas. The project is designed to sustain bitumen production levels at the Mildred Lake facility after depletion of the current approved mining areas, which is expected in 2024. The estimated mineable resource in the project area is 117 million m3 (738 million barrels) of recoverable bitumen. For more information on the environmental assessment process visit ea.alberta.ca.

The project proposes expanding the existing Cold Lake operations targeting bitumen resources in the Grand Rapids Formation using a solvent-assisted steam-assisted gravity drainage recovery process. Bitumen production capacity would be up to 55,000 barrels per day.

The Joint Canada-Alberta Implementation Plan for Oil Sands Monitoring (JOSM) identified air emissions inventories as critical to obtaining accurate information on what is being emitted to the atmosphere from all activities related to oil sands developments. This report details the development and compilation of the JOSM Inventory, including identifying the data sources, compilation procedures, gap analysis, and how priority data gaps were addressed. It also provides summary information on the JOSM Inventory and accompanying database, details the associated emissions processing that was carried out to generate gridded input emissions files for modelling, and outlines the setup of the GEM-MACH modelling system.

The project is a truck and shovel mine which includes one open pit, an ore preparation plant, a bitumen processing plant, tailings preparation and management facilities, cogeneration facilities, support utilities, disposal and storage areas, river water intake, a fish habitat compensation lake, bridge, roads, airfield and camp.
