The purpose of this resource is to assist approved industrial operations in meeting the annual emissions inventory reporting requirements as set out in the Alberta Air Monitoring Directive. Although mainly a guidance document, the Annual Emissions Inventory Report Standard is also a reporting standard and does have some mandatory requirements that are required to be met or followed.

Description

The Air Monitoring Directive (2016) supersedes the original 1989 Air Monitoring Directive and the 2006 Amendments to the Air Monitoring Directive, 1989. Alberta’s Air Monitoring Directive (AMD) sets out the requirements for monitoring and reporting air quality in the province. The AMD is made up of nine chapters, which will be reviewed and revised as needed. Amendments or new draft chapters will be posted for public review. Note that Chapter 2 of the AMD was repealed as of December 2019. See the related tab of this record to view superseded and repealed versions of directive chapters.

Air quality data (and meteorological data) collected at continuous ambient air monitoring stations must be submitted electronically in real-time to the Government of Alberta as per the Air Monitoring Directive. This guide sets out the methods and technical specifications for transmitting that data, as well as required and optional parameters, the units in which each parameter must be transmitted, file formatting, server connectivity, and timing requirements. The Air Monitoring Directive, Chapter 9 Reporting prescribes who is required to submit real-time ambient air monitoring data and the criteria for which parameters are required to be submitted.

Performance specification standards have been developed as part of the revision and update of the Alberta Air Monitoring Directive. The specification standard sheets were designed to provide a reference for approved methods and minimum performance specifications to assure the consistency and reliability of continuous ambient air quality measurement in the province. Each specification standard sheet includes the following categories: field of application; air monitoring objectives; operational methods; minimum specifications; operational requirements; calibration requirements; reporting requirements; and additional information.

The Air Monitoring Directive, Chapter 7 Calibration, requires flow verification measurement of field calibration devices during monthly multi point calibrations of continuous ambient air analyzers (see section 3.3 in AMD Chapter 7). This is the general procedure followed by Alberta Environment and Parks audit staff. All flows are measured at the calibration gas output on the calibrator.
