Under the Alberta Land Stewardship Act, a 10-year review of the ongoing relevancy and effectiveness of each regional plan is required. The Lower Athabasca Regional Plan 10-year Review: Background and Overview document was developed by the Government of Alberta to outline the context of the Lower Athabasca Regional Plan’s development and describe the 10 years since the plan became effective to support Albertans’ engagement in the review.

Under the Alberta Land Stewardship Act, a 10-year review of the ongoing relevancy and effectiveness of each regional plan is required. This resource includes a summary, highlights and background information of a study undertaken to provide information on long-term planning and opportunity for handling water within the Designated Industrial Zone in Alberta's Industrial Heartland, with the aim of developing a regionalized hybrid water supply and distribution model to optimize the use of new and existing water supply infrastructure within the area. The study, prepared by Stantec Consulting under contract to Alberta Environment and Parks, also considered options for wastewater management and explored management approaches through the use of a jurisdictional review. The full Stantec report is included as an attachment to the publication.

Description

The McLeod River headwaters originate in the Rocky Mountains in west-central Alberta and join the Athabasca River near Whitecourt. Coal mining has occurred in the McLeod watershed since the 1970s and more recently, there has been both reclamation and expansion of mine sites in the upper basin. In this study, trends in surface water quality parameters in the McLeod River watershed were assessed over time to understand changes in water quality and associations with active mining and reclamation activity.
