In 2008, Alberta Environment adopted a management framework for the Muskeg River watershed. The management framework defines criteria for evaluation of water quantity and water quality in the Muskeg River watershed. Observed conditions are compared against scientifically established limits that have been developed specifically for the Muskeg River Watershed. These limits are based on data collected within the watershed, as well as more broad information on streamflow, water quality and requirements of the aquatic ecosystem. One of the key recommendations of the management framework was the development of an integrated monitoring program for the Muskeg River watershed to coordinate offlease monitoring activities that are currently conducted by individual companies and Alberta Environment. The purpose of this interim management framework is to guide regulatory decision-making within the Muskeg River watershed, which is located in the Athabasca Oil Sands region of northern Alberta within the regional municipality of Wood Buffalo. The specific objectives of the interim framework are to develop: water quality objectives for the Muskeg River and Kearl Lake; water quality targets and limits to protect and maintain the physical, chemical and biological characteristics of the Muskeg River; a monitoring strategy to evaluate the impacts of development; and an approach and information system that will assist the development of the Muskeg River Water Management Plan.

Microcystin, a widespread hepatotoxin, has been the topic of recent research in Alberta and it is suspected that certain communities may be exposed to this toxin because elevated levels have been measured in their raw water supplies. However, the total extent of microcystin in Alberta’s raw drinking water sources remains largely undetermined. Furthermore, it is unclear whether traditional drinking water treatment practices effectively remove microcystin. The objectives of this study were: to assess the prevalence of microcystin in selected municipal raw water sources; to determine if current water treatment practices adequately remove the toxin; and to determine the efficacy of an experimental bio-filtration process for the removal of microcystin.

Description

Pine Lake is a small eutrophic lake southeast of Red Deer, Alberta. Public concern over deteriorating water quality prompted the Alberta government to initiate a lake restoration program in 1991. The Pine Lake Restoration Program was intended as a pilot project for future lake and watershed projects in Alberta. An advisory committee that represented all stakeholders in the community directed early planning and problem diagnosis by technical advisors from the Alberta government. A diagnostic study in 1992 determined that approximately 61% of the total phosphorus (TP) loading was from sediment release and other internal sources, compared to about 36% from surface runoff, and determined that nuisance algal blooms in Pine Lake were mainly controlled by the supply of phosphorus.
