Environmental Assessment registry documents and Environmental Impact Assessment and associated applications pertaining to the proposed Alberta Silica Corporation (ASC) Peace River Silica Sand Operations Project. (ASC is a wholly owned subsidiary of United Industrial Services Ltd. (UIS).) ASC is authorized to explore the silica sand under Metallic and Industrial Minerals Permit No. 9393080332; ASC is authorized to extract the silica sand under Metallic and Industrial Mineral Lease No. 9496110001; and to surface develop, on Crown land, the sand pits and the processing plant required under Mineral Surface Lease No. MSL 941817. The lease area comprises approximately 1300 hectares (3200 acres), 300 ha (740 acres) on the west side and approximately 1010 ha (2500 acres) on the east side of the Peace River. Alberta Environment conducted a mobile air quality monitoring survey near livestock feeding operations in the Lethbridge area from September 1998 to July 1999, in response to concerns voiced by local residents about odours from livestock feeding operations as well as a proposal for a hog processing plant in the Lethbridge area. Following the public release of the Alberta Environment report and a critique by the Chinook Health Region, a request was made by Alberta Environment for this independent review of the Alberta Environment study and the Chinook Health Region critique.

The proposal includes the use of steam assisted gravity drainage (SAGD) technology for extraction of bitumen, a bitumen processing facility with a capacity of 50,000 barrels per day (7,949 m3/d) and a production life of approximately 20 years. The location is approximately 75 kilometres northeast of Lac La Biche, Alberta in Lac La Biche County. The EIA was deemed complete in 2015. Written for the biofuel production facility or project developer, this protocol quantifies the emission reductions from the avoidance of fossil fuel consumption when the fossil fuel is replaced by biofuels on an equivalent energy potential basis. The protocol also includes reductions in greenhouse gas (GHG) emissions due to any heat/power production and electricity generation related to the process, and from the avoidance of landfilling any materials which may be diverted for conversion to biofuel. The protocol is not intended to be prescriptive, but instead serve as a generic “recipe” for biofuel facility owners and operators to follow in order to meet measurement, monitoring and GHG quantification requirements.

Description

This follow-up investigation and screening level HHRA update was completed to address data gaps and recommendations outlined in the HHRA previously conducted by Golder in 2010 and 201. Specifically, the objective of this investigation was to collect additional seasonal groundwater and soil vapour data at the site, and to update the previous HHRA based on this new data. The soil vapour sampling events carried out as part of this investigation targeted times of year when groundwater levels were expected to be at their approximate lowest and the vapour risk was assumed to be at its approximate highest.
